Pilotage Charges

Humber Pilotage Area

Pursuant to section 10 of the Pilotage Act 1987, Associated British Ports, as the Competent Harbour Authority for the Humber Pilotage Area, hereby make the following list of pilotage charges which shall come into operation on 1st January 2020.

Basis of Charges - Gross Tonnage

The basis of charges for the services of pilots and the boarding and landing fees shall be the Gross Tonnage (GT) as calculated under the provisions of the International Tonnage Convention (1969).

Associated British Ports reserves the right to add a surcharge to the charges payable, or to impose an assessment of Gross Tonnage for the payment of such charges for any vessel which has not been measured in accordance with the above Convention.

Pilot National Pension Fund (PNPF)

At present, there is a 15% PNPF surcharge applied to the published Pilot Charges. This is shown as an itemised cost on billing invoices.

Fuel Surcharge

We are pleased to advise that the fuel surcharge to the pilot boarding and landing account that was removed in January 2015 is still not being reapplied.

This is based on recent falls in the price of marine diesel to levels more aligned to annual RPI inflation over the period since the surcharge was introduced in April 2011.

There is no certainty, given the volatility of world fuel prices, as to future trends and it will be necessary to keep this aspect of our cost base under regular review.

A. Services of a Pilot in the Lower Humber:-

For the pilotage of a ship from the seaward limits of the Pilotage area to:

1. - any place at Killingholme, Salt End, Hull or Hull Roads or the South Channel opposite Hull

Not exceeding 500 tons gross tonnage, £81.95 plus £15.95 for every 500 tons or part thereof on the excess of gross tonnage over 500 tons.


6. For pilotage services rendered to a ship in that part of the Humber Pilotage Area in which pilotage is not compulsory.

7. Ships in ballast shall pay two-thirds only of the foregoing rates.


For the pilotage of a ship MOVING from: 

8. - any place at Hull, New Holland, Salt End, Hull Roads or the South Channel opposite Hull, or Barrow or Hessle Haven
to
any place at Hull, New Holland, Salt End, Hull Roads or the South Channel opposite Hull, or Barrow, Hessle Haven.

- any place at Killingholme or Immingham to any other place at Killingholme or Immingham
or

- any place at Grimsby to any other place at Grimsby

For the movement of a vessel from:

9. - any place at the Immingham Bulk Terminal
to
any other place at the Immingham Bulk Terminal, providing that the vessel does not navigate outside the recognised dredged basin at the Terminal during the course of the movement.

For a vessel not exceeding 2,000 gross tonnage a charge of £154.21 plus £24.42 for every 500 tons or part thereof on the excess of gross tonnage over 2,000 tons.

Maximum charge £675.98 with the addition of 25 per cent for ships drawing 36 feet or over or of 40,000 tons deadweight or over.

13. For an intermediate distance a proportionate rate shall be charged.


14. For the attendance of a Pilot on board a vessel moored at the Tetney Mono-Mooring Buoy in the River Humber off Tetney Haven. An initial charge of £248.63 for the first attendance period of 12 hours or any part thereof:- For each subsequent complete 12 hour attendance period, £248.63.

For any attendance period of less than 12 hours, after the first or any subsequent complete 12 hour attendance period, a proportionate charge, subject to a minimum charge of £27.54.


15a. For the attendance of a Pilot on board a ship at anchor £27.54 per hour or part thereof after the first hour.

15b. For the attendance of a Pilot on board a ship alongside a berth, quay or jetty £27.54 per hour (minimum charge of 5 hours) or part thereof after the first hour.


16. Where a ship which is bound for a dock, haven, creek, jetty, slip or quay arrives in the Humber off the said dock, haven, creek, jetty, slip or quay and through any circumstances does not dock or berth there, but for safe anchorage has to proceed elsewhere than off such dock, haven creek, jetty, slip or quay. On each occasion, such rates as herein apply to the stages through which she is piloted.


17. For the services of a Pilot on board a ship drawing 36 feet or over or of 40,000 tons deadweight or over. The rates chargeable in respect of the services of a Pilot, but with the addition thereto of 25 per cent.


18. The term "seaward limits of the Pilotage Area" where used in this List shall be read and construed as meaning the seaward limits of that part of the Humber Pilotage Area in which pilotage is compulsory.

B. Services of a Pilot between Hull and Goole:-

For the pilotage of a ship:

1. - from Hull to Goole or vice versa, or from any place to any other place both within those limits (except those places referred to in paragraph 2 hereof).
or
from the South Channel, opposite Hull, to Goole or vice versa or from any other place to any other place both within those limits (except those places referred to in paragraph 2 hereof).

3. Where a ship under pilotage between Hull and Goole and vice versa and by reason of lack of water in the navigable channel is detained at Blacktoft on the River Ouse until a later tide. The appropriate pilotage rate prescribed in paragraphs 1. or 2. hereof shall be increased by 50%.


 

C. Services of a Pilot between Hull and River Trent Wharves:-

For the pilotage of a ship:

1. - from Hull to Gunness, vice versa or from any place to any other place both within those limits (except those places referred to in paragraph 3 and moves covered by paragraph 4 hereof);
or 
from the South Channel opposite Hull to Gunness or vice versa, or from any place to any other place both within those limits (except those places referred to in paragraph 3 and the moves covered by paragraph 4 hereof).

2. - between Gunness and Gainsborough. The above rates and for an intermediate distance between those places a proportionate rate.

4. For the services of a Pilot in berthing a ship at her destination on the River Trent if the ship is not so berthed on the first available High Water (fog or other natural causes excepted) or in moving a ship, after the ship has reached her destination within the limits of Flixborough, Keadby, Gunness. One-half of the appropriate minimum pilotage rates prescribed in paragraphs 1. or 3. above.

F. Fees and expenses of a Pilot and Assistant (if any) during periods spent outside the Area in anticipation or in consequence of his activities as a Pilot or Assistant.

G. Variation of Orders for Pilots:-

1. In the case of any vessel outward bound from an upriver port or wharf, where the pilot is ordered to Hull Roads only and is subsequently retained on board, for whatever reason the full Pilotage and Boarding and Landing fees for both the Lower Humber and either the Goole or Trent area (as appropriate) will be charged together with an additional amount of one-third of the Lower Humber Pilotage and Boarding and Landing fees.

2. Where a pilot on board any vessel outward bound from an upriver port or berth is discharged for any reason at Hull Roads when previously ordered to conduct the vessel to sea, the full Pilotage and Boarding and Landing fees for both the Lower Humber and the Goole or Trent area (as appropriate) will be charged.
